Recyclable glass bottles for cosmetics are the lowest-risk packaging format in Europe right now. Article 6 of the PPWR is the requirement that decides how much of your packaging you can keep. From 12 August 2026, all packaging placed on the EU market must be recyclable, which the regulation defines in two parts: packaging has to be designed for material recycling, and it has to be able to be collected, sorted and recycled at scale when it becomes waste — the second, tougher test enters into force in 2035.

PPWR compliance for cosmetic packaging: the deadlines that matter
PPWR entered into force on 11 February 2025 and applies from 12 August 2026, replacing Directive 94/62/EC. Compliance is sequential — plan it against this calendar:

Article 5 substance limits are already live: the combined concentration of lead, cadmium, mercury and hexavalent chromium in packaging or its components must not exceed 100 mg/kg. Two obligations travel with the pack itself — manufacturers must carry out the conformity assessment and issue a written EU Declaration of Conformity for each packaging type, and technical documentation (packaging description, drawings, component materials, applicable standards and test reports) must be kept for five years, or ten for reusable packaging.
Suppliers must give manufacturers the information and documentation needed to demonstrate compliance. That makes your bottle factory a compliance partner, not just a vendor — start every project by asking what documentation ships with the moulding.
Does PPWR require recycled content in glass bottles?
No — the recycled-content obligations in Article 7 are written for plastic packaging, not glass. From 1 January 2030, plastic packaging parts must contain a minimum share of post-consumer recycled plastic: 30% for contact-sensitive PET packaging, 10% for contact-sensitive non-PET plastics, and 35% for other packaging, rising in 2040.
That matters because very few cosmetic packs are glass alone. A custom perfume bottle usually carries a plastic or metal pump and collar, an essential oil bottle adds a dropper bulb and cap, and a nail polish pack adds a brush stem. From 2030 those plastic parts fall inside the recycled-content rules while the glass body does not.
So the practical PPWR question for a glass-based pack is not “what percentage of recycled glass?” — it is:
- Which components are plastic, and what is the PCR plan for each? Mono-material PP or PET components are far easier to source with documented recycled content than mixed or co-injected assemblies.
- Is the decoration part of the glass or on top of it? Colour in the glass is a material property; a coating is an added layer.
The 100 mg/kg heavy-metal limit still applies to the bottle and to any recycled cullet inside it, so cullet sourcing and batch testing belong in the technical file. Many brands specify post-industrial cullet voluntarily — it strengthens the sustainability story and supports a lower eco-modulated fee.

Mono-material glass packaging: how decoration changes your recyclability grade
Because the grade is measured per unit of packaging weight, decoration is where a glass pack loses points. The bottle is rarely the problem — the layer on top of it is. Here is how the finishes sold as premium decoration behave under a design-for-recycling review:

Decorative finishes are not off the table — but each one should carry a recyclability question: what material does it add, in what weight, and can it be separated at end of life? EPR fees: how bottle design becomes a running cost
Recyclability is not only a legal question; it becomes a fee. Producers register in each member state where their packaging becomes waste, report material types and weights, and pay waste-management fees that PPWR requires to be eco-modulated by design-for-recycling performance. The same 50 ml cosmetic bottle can therefore cost different amounts to place on the market depending on how it is finished. Two further design rules land on the same decision:
- Minimisation from 1 January 2030 — packaging must be reduced to the minimum weight and volume needed for functionality; double walls and false bottoms used only to inflate perceived volume are prohibited.
- Empty-space limit from 1 January 2030 — grouped, transport and e-commerce packaging must not exceed 50% empty space, which affects rigid gift boxes built around a single bottle.
